The Court Administration for the 14th Judicial District is made up of a
Court Administrator, Clerk of the District Court serving Chautauqua County, Clerk of the District Court
serving Montgomery County, and
a Chief Court Services Officer. The Court Administrator, Court Clerks and Chief Court
Services Officer are directly responsible to the Chief Judge and other
judges of the district, and to the Kansas Supreme Court and Judicial
Administrator. The District Court Clerks and the Chief Court Services
Officer supervise and coordinate
the operations of the court, supervise and
direct the activities of non-judicial employees of the court and perform
other duties as designated by the Chief Judge, required by law, or by the
Judicial Administrator.
Court Administrator
The Court Administrator serves as the budget and fiscal officer (The
Court Administrator prepares the budget for approval by the Chief Judge and
subsequent action by the County Commission), supervises personnel matters,
coordinates case management activities of the district court, ensures latest
versions of forms are being utilized and acts as treasurer of the law
library board of trustees.
Clerk of the District Court
The Clerk of the Court is an officer of the District Court,
performing many duties including serving as official custodian of all court
records, issuing court processes, issuing post-judgment processes, ensuring access of open records to the public, collecting and forwarding monies to
the state treasurer and county treasurer, preparing payroll and overseeing
jury administration.
A District Court Clerk and four deputy clerks serve
in Independence Division, while four
full-time deputy clerks and one part-time file clerk serve in Coffeyville Division. One District Court
Clerk and one deputy clerk serve the District Court of Chautauqua County in
Sedan, Kansas.
Court Services
Court Services Officers in the 14th Judicial District serving Montgomery and
Chautauqua Counties are mandated by statute to perform a variety of duties
for the Court. They include, but are not limited to, probation supervision
of adult and juvenile offenders, Child in Need of Care supervision, research
and write pre-sentence investigations which are critical to the sentence an
offender receives and may conduct child custody investigations, home
studies, and court ordered mediation.
Supervision of offenders by Court Services Officers holds offenders
accountable for their behavior, promotes public safety and improves the
ability of offenders to live more productively and responsibly in the
community.
The Chief Court Services Officer, four line officers, and two secretaries serve the District. The Chief Court Services Officer
along with two line officers and one secretary are stationed in Montgomery
County District Court – Coffeyville, with one of the officers dividing his time between Coffeyville
and Sedan. Two line officers and one
secretary are stationed in Montgomery County District Court –
Independence.
Mary E. Kadel is
presently the District Court Administrator for the 14th Judicial District,
serving Montgomery and Chautauqua Counties. Mary began her employment
in the district in 1981 as a Court Services Officer. Prior to her
promotion to District Court Administrator, she was the Chief Court Services
Officer for 16 years.
Mary is
active in several state and local organizations and committees. She is a
member of the Kansas Association of District Court Clerks and Court
Administrators, the Kansas Association of Court Services Officers, having
served as President of the Association from 1991 to 1994, the American
Probation and Parole Association and the Alternative Dispute Resolution Advisory Council. Locally
she is an active member of the St. Andrew Catholic Church and St. Andrew Altar Society.
Nancy
J. Williams is the District Court Clerk of the Court in Montgomery County,
serving Independence and Coffeyville.
Nancy is a resident of Caney, Kansas, and graduated from Caney High
School in 1964. After graduation, she entered into the United States
Navy and served on active duty during the Viet Nam era. She was
trained as a Legal Yeoman and worked with Summary and Special Courts Martial
and investigations leading to a General Court Martial. After her
husband retired from the United States Navy, she and her family returned to
Caney. She began her employment with the State of Kansas in September,
1981. Nancy has worked in both the Coffeyville and Independence
offices during that time span. She has received training during those
years in all aspects of the Clerk's office. She is a member of the
Tyro Christian Church and the American Legion.

Jerry D. Brown is
currently Chief Court Services Officer of the 14th Judicial District serving
Chautauqua and Montgomery Counties.
Jerry is a
resident of Coffeyville, Kansas. He graduated from Field-Kindley Memorial High School and Pittsburg State University.
Jerry has been a Court
Services Officer since 1988. He served as an Investigator with the
Montgomery County Attorney's office from 1978 to 1984. In 1984 he was
employed as an Investigator/Auditor for the Kansas Securities Commissions
office in Wichita, Kansas. Jerry serves on the Juvenile Correction and
the Community Corrections Advisory Boards.
